This position provides direct support to the public, agency contractors and instructors, and industry stakeholders, conducting training, testing, audits, and other licensing services, creating sound public policies to improve training and testing standards and rider safety, and providing public outreach education to increase motorcycle safety and awareness. The program also maintains oversight of a varied number of statewide contracted motorcycle training schools and hundreds of Motorcycle Instructors who serve the public by providing hands-on motorcycle training and testing that leads riders to endorsement.

What our Licensing Services Representative 4 does

  • Perform contract audits and monitor contractor performance to ensure compliance with contract requirements and training and testing policies and procedures.
  • Perform in person assessments and review submitted quality assurance reports to ensure training and testing standards are met.
  • Recommend regulatory disciplinary action against instructors and motorcycle training schools and contractors for violations of statutes, contract requirements, policies, and procedures.
  • Use extensive knowledge of laws, rules, policies and procedures, curriculum standards, and industry best practices to serve as the technical expert for the program.
  • Offer professional and expert advice to internal and external stakeholders.
  • Collect and analyze program and industry data and prepare reports and recommendations to assist the program and management in decision making relating to Target Zero, training and testing standards, contract requirements, legislation, policies and procedures, budget projections, advertising, grant requests, and program outreach.
  • Assist higher-level management and other program staff in preparation of comprehensive plans, recommendations, reporting, curricula design, policies, standards, and outreach efforts. Draft and evaluate legislation and policies pertaining to the motorcycle safety program and motorcycle safety, training, testing, licensing, and other related subjects.
  • Develop statewide and national motorcycle safety and awareness outreach programs. Create educational and informational materials for the public.
  • Write, edit, and maintain content and submit articles about motorcycle safety and rider education for newsletter's, communications, and various websites, such as www.dol.wa.gov and social media sites.
  • Review and approve proposed training and testing sites for compliance with minimum standards and ensure any/all safety concerns are addressed.
  • Research and evaluate design effectiveness and efficiency of training layout with a prioritized focus on participant safety. Authenticate all measurements, photos, and form entries, define and address safety concerns (i.e. obstacles, hazards, and surface feature or traction issues) and all required criteria.
  • Prepare range information approval packets for submission to Motorcycle Safety Foundation and Evergreen Safety Council for approval and national certification.
  • View and interpret driver records using agency driver record and imaging systems. Complete and maintain proper license and endorsement testing documentation.

Required Qualifications and Competencies Applicants who possess the following qualifications may be referred to the hiring manager:

  • Be an endorsed 2-wheel motorcyclist and maintain endorsement throughout employment.
  • One year experience using Microsoft Word, Outlook, and Excel applications and internet.
  • One year experience clearly and effectively communicating with internal and external customers on a variety of complex and technical topics utilizing active listening skills.

Preferred Qualifications Applicants who also possess the following may receive additional consideration by the hiring manager:

  • Bachelor's Degree;
  • Understanding of laws, rules, and policies regulating motorcycle training, testing, endorsements, and safety;
  • Possess a First Aid/CPR Certification or have the ability to become First Aid/CPR Certified within 6 months of employment and maintain certification throughout employment;
  • Willing to be a Washington Motorcycle Safety Program (WMSP) Certified 2-Wheel Instructor and maintain certification throughout employment
